## Template send (v3) — elegibilidade WhatsApp Oficial

Rotas:

* `POST /v3/messages/template/send`
* `POST /api/v3/message/template/send` (deprecated)

**Breaking change (RDCDADOS-1521 / #2624):** o envio deixa de retornar HTTP `201` quando o telefone resolve apenas contato **inapto** para WhatsApp Oficial (ex.: Widget/`megasac`, ou WhatsApp sem `from_whatsapp_official: true`).

Quando há duplicata cross-canal (Widget + WhatsApp Oficial), a API prioriza o contato com `channel: whatsapp` e `from_whatsapp_official: true`.
